The Samsung Gear VR is a virtual reality headset developed by Samsung in collaboration with Oculus. The device was first announced in September and it is finally available for purchase in the U.S. through AT&T.
However, keep in mind that it is still in beta form, so it may not be quite ready for prime time use. It is available for $199 and is being sold at the Samsung Gear VR "Innovator Edition".
The Gear VR was built in partnership with Oculus, so it does use a tracking sensor from Oculus Rift development kit and a customized interface app called "Oculus Home".
In order to use the device, you will need to own a Samsung Galaxy Note 4, which will act as the power, screen, and sound for the device. The Gear VR itself has the lenses to create the 3D effect, a focus knob, touchpad, back button, and volume controls.
