Google Play updated (3.9.16) allows removal of apps on 'All' list

An update is rolling out for the Google Play Store which allows users to remove apps that are listed in their ‘All Apps’ list. It is common to install and try an app on the Google’s Android store, and thanks to Google’s return policy we may end up un installing apps we don’t need. Several years of doing this will result in a rather large list and this update will help you manage your app history.

By introducing this feature, Google now allows you to clean up your ‘All’ apps list, so that you only keep the apps you need in your app history. You can either remove apps individually or together in a batch by clicking a small strike our symbol.

The update is currently being rolled out and should eventually reach your devices. However you can manually download and install the APK file for the Google Play Store (3.9.16) update here.
